I just finished my s52 swap and the car started immediately but had a slight tick and a not so...

I just finished my s52 swap and the car started immediately but had a slight tick and a not so smooth idle....so I hooked it up to my scanner and I am getting code p1519 and it says intake manifold runner control (stuck closed)...what exactly does this mean? Some of the stuff I have read talk about the p1519 code as being a timing issue which could be why I have a slight tick and weird idle....what say ye bfc?
